One needs to understand why the person is talking in circles during the session, which is the job of the therapist to help the patient to understand.
When my clients talk in circles, we first speak about why this may be occurring, many times due to trauma. After that, I let them know that they had already told me the story so we can move onto another subject. It is up to the therapist to decide when it is worthwhile to listen to the same content or if it is time to let the patient know that it has already been stated so there is no longer a need to continue to restate the information. The therapist is there to help guide the patient in learning why they do the things they do and help them to stop doing those things that no longer serve them. Once the patient is aware of these things and has the understanding of why it happens and is given some tools to stop it which is acknowledging to themselves that they can stop the behavior, it can be decreased and even let go by the patient.
